The governing body of the city or district shall determine the results of the election from the official figures returned by the county clerk. The governing body of the district shall certify the results of the election to the appropriate county governing body. When a majority of the votes cast in the territory and a majority of the votes cast in the district favor the annexation plan, the county governing body by order shall so declare.
