Chapter 203 — County Governing Bodies; County Home Rule
ORS 203.015 Power of county to contract for purchase or lease of real or personal property
A county may enter into a contract for the purchase or for the lease with option to purchase of real or personal property when:
The period of time allowed for payment under the contract does not exceed 30 years; and
The county is not obligated to make payments under the contract in any fiscal year unless the county governing body includes such payments in the county’s budget for that fiscal year and makes an appropriation therefor.
The powers granted to counties by this section are in addition to any other powers possessed by counties in this state, and this section may not be construed to limit such powers.
