ORS 571.450 Exemptions from assessments; rules

The Oregon Hemp Commission may establish by rule exemptions from the assessments described in ORS 571.447 based on:

Hemp quantities;

Types of hemp sales;

Types of hemp producers; and

Types of hemp processors.

In adopting a rule under subsection (1) of this section, the commission shall consider:

Federal laws and rules, and laws and rules of other states, that relate to commodity commissions, boards and marketing orders;

The practices, procedures and customs unique to the production, processing and trading of hemp and to producers; and

The cost of collecting the particular assessment and any practical problems relating to the collection.

A producer or processor that is exempted from assessment but required to submit reports to the commission is subject to ORS 571.459.
