Chapter 417 — Interstate Compacts on Juveniles and Children; Children and Family
ORS 417.362 System requirements
A family- or client-centered service system must be a system that:
Insures active participation of clients in service planning, decision making and service delivery;
Empowers direct service workers to gain access to a broad continuum of services and flexible funding to meet the needs of individuals and families served;
Pools funds of multiple service delivery agencies;
Generates policies for program planning and implementation at the community level rather than mandating policies at the state level; and
Supports and enhances family harmony with the goal of preserving the health and integrity of all family units.
