Chapter 417 — Interstate Compacts on Juveniles and Children; Children and Family
ORS 417.727 Oregon Early Learning System
Based on the findings expressed in ORS 417.708, there is created the Oregon Early Learning System. The goals of the system are to:
Prevent child abuse and neglect;
Improve the health and development of young children;
Promote bonding and attachment in the early years of a child’s life;
Support parents in providing the optimum environment for their young children;
Link and integrate services and supports in the statewide early learning system pursuant to ORS 417.728;
Ensure that children are entering school ready to learn; and
Ensure that parents have access to affordable, quality child care.
