ORS 517.910 to 517.989 only apply to surface mines for nonaggregate minerals.

(2)

ORS 517.910 to 517.951 do not apply to surface mines for nonaggregate minerals that are subject to the provisions for consolidated operating permits set forth in ORS 517.952 to 517.989.
