The State Treasurer shall enter upon all records created by the State Treasurer for moneys paid into the State Treasury such necessary information as shall:
Enable the Oregon Department of Administrative Services to credit the moneys to a fund or account in such amounts as are applicable under the law.
Permit an appropriate accounting of the moneys.
All warrants issued against any special fund that is a part of the General Fund hereby are made payable out of the General Fund. Such payment shall be made by the State Treasurer to the holders of such warrants upon demand.
