ORS 468A.355 Legislative findings
That the emission of pollutants from motor vehicles is a significant cause of air pollution in many portions of this state.
That the control and elimination of such pollutants are of prime importance for the protection and preservation of the public health, safety and well-being and for the prevention of irritation to the senses, interference with visibility, and damage to vegetation and property.
That the state has a responsibility to establish procedures for compliance with standards which control or eliminate such pollutants.
That the Oregon goal for pure air quality is the achievement of an atmosphere with no detectable adverse effect from motor vehicle air pollution on health, safety, welfare and the quality of life and property.
