Chapter 327 — State Financing of Early Learning and Elementary and Secondary Education
ORS 327.310 Legislative findings
The Legislative Assembly finds that:
The construction and maintenance of public school facilities accomplish the purpose of creating jobs and furthering economic development in Oregon by, among other advantages:
Furnishing an important element of the public school system that provides the basic framework for continuing and expanding economic activity in the state;
Alleviating the congestion and crowding associated with, and reducing the burdens of expansion and maintenance of, existing public school facilities, as well as reducing energy consumption; and
Creating employment opportunities through the funding of projects for the development and construction of public school facilities.
Based on the legislative findings described in this section, the use of a portion of the net proceeds from the operation of the state lottery funds under section 4 (3), Article XV of the Oregon Constitution and ORS 461.510 creates jobs and furthers economic development.
